Strengthening Connection with Residents
Before the setting up of the Woodlands Zonal
Taskforces, the constituency received an average of 50
to 80 feedback cases per month with most of them
touching on municipal issues that affected the residents.
Five taskforces from various agencies were thus formed
in January 2021 to track and resolve the zonal municipal
problems more effectively.
To update residents on the issues surfaced, HDB
partnered with PA, Land Transport Authority (LTA),
National Parks Board (NParks), National Environment
Agency (NEA), Sembawang Town Council and
Singapore Police Force (SPF).
Every week one issue that had been resolved or an improvement that had been successfully
implemented would be publicised on more than 240 lift noticeboards. The residents gave positive
feedback about the new initiative and many of them looked forward to reading about the latest
improvements to their living environment. This strengthened the residents’ bonding and connection
within the community, and it enabled them to better appreciate the work done by the various
agencies.
Upkeeping the Shared Living Environment
At Block 121 McNair Road, there was a lot of feedback from residents about a community cat
loitering at the upper floors of the block. Regular feeding by a particular resident was causing
municipal issues including caterwauling, cat urination and defecation near the residential units.
HDB teamed up with NEA, NParks, Jalan Besar Town Council and the Cat Welfare Society (CWS) to
resolve the problem. The various agencies demonstrated their domain expertise and pooled their
resources together to deter the cat from loitering at the upper floors of the block. They also placed
advisories on responsible feeding at public areas, stepped-up maintenance at common spaces and
advised the cat feeder against feeding activities along the common corridor. Subsequently, CWS
engaged their caregivers to look for potential adopters for the cat. In June 2021, the cat was
adopted, and the issue was resolved.
Caring for Community
A rough sleeper lived and slept outside his sister’s flat every day at the common corridor, disturbing
the neighbours with his smoking, littering, and hoarding.
To help the rough sleeper, HDB collaborated with Jurong-Clementi Town
Council, SPF, Ministry of Social & Family development (MSF) and Lakeside
Family Centre. The various agencies adopted a coordinated strategy with
both persuasion and enforcement approaches to tackle the issue.
Eventually, the team helped him to get lodgings at rental flat and it was a
positive outcome for all the parties involved.
